CPSC involvement in standards development

In most cases, the CPSC is required by statute to first rely on the voluntary standards development process to address product safety issues before they can consider rule making.  But if relevant standards don’t exist, or existing standards aren’t adequate, or if there is widespread noncompliance with relevant standards among manufacturers, the CPSC may begin their rulemaking process.  Additionally, CPSC may incorporate some voluntary standards by reference into the Code of Federal Regulations, thus making compliance with those standards mandatory.  
 
Recently, there have been some cases where the CPSC has rejected certain voluntary standards and moved to develop their own rules.  While this has resulted in some tension between the CPSC and the regulated community that has worked collaboratively to develop voluntary standard, it is important to understand why the agency might take this step. 
 
This webinar will explore how standards development organizations such as UL and ASTM-International work with the CPSC to help ensure the safety of consumer products and how the CPSC views and contributes to the standards development process.
 
The speakers for this webinar are Jacqueline Campbell and George Borlase.  This session will be moderated by Don Mays.  Their bios are below:
Jacqueline Campbell is the Voluntary Standards Coordinator at the CPSC.  She has responsibility for leading the agency’s voluntary standards program, involving work on more than 150 standards under several different standards developers.
 
George Borlase is Vice President of Standard Development at UL Standards and Engagement. He leads the drive to initiate, develop, and publish new and updated safety standards, and ensures that ULSE’s standards activities actively include diverse stakeholders.
 
Don Mays, Moderator, is President of SPSP and Chairman of ASTM’s F15 Committee on Consumer Products. He has oversight of 63 ASTM subcommittees involved with the development of more than 100 standards.
